As a major supplier of torque equipment, Norbar has ensured compliance for its products which fall within the scope of the relevant United Kingdom (UK) regulations and European Union (EU) directives.
The most common regulations and directives affecting Norbar products are listed below:
Machinery Safety
- UK Supply of Machinery (Safety) Regulations 2008
- EU Machinery Directive 2006/42/EC
A machine is defined as “ .… an assembly, fitted with or intended to be fitted with a drive system other than directly applied human or animal effort, consisting of linked parts or components, at least one of which moves, ..”. Corresponding finished products, powered by pneumatic or electric, are marked UKCA or CE as required. Part finished machines, designed to be incorporated into a customer’s larger machine before use, are not marked.
EMC
- UK Electromagnetic Compatibility Regulations 2016
- EU Electromagnetic Compatibility Directive 2014/30/EU
EMC stands for “Electromagnetic compatibility”; it ensures that electrical and electronic equipment does not generate, or is not affected by, electromagnetic disturbance. Norbar has invested in its own EMC test laboratory to ensure timely development of new product and the continued compliance of existing items.
Electrical Safety
- UK Electrical Equipment (Safety) Regulations 2016
- EU Low Voltage Directive 2014/35/EU
Covers electrical safety issues on equipment using 50 to 1000 V for alternating current or 75 to 1500 V for direct current.
Radio
- UK Radio Equipment Regulations 2017
- EU Radio Equipment Directive 2014/53/EU
Covers the regulatory framework to be followed when products contain radio equipment.
WEEE
- UK Waste Electrical and Electronic Equipment Regulations 2013
- EU Waste Electrical and Electronic Equipment Directive 2012/19/EU
The WEEE (Waste Electrical and Electronic Equipment) Regulations aim to increase product reuse, recycling and recovery. Applicable products are identified by having a crossed-out wheelie bin symbol on the case. Norbar is registered with the WeeeCare compliance scheme (WEEE Producer Registration Number – WEEE/HJ0003ZR). Under the regulations Norbar will accept the return of WEEE sold in the UK on a like-for-like basis for new EEE purchased. There is no charge for this service, as Norbar will cover any costs in relation to the treatment or reprocessing. NOTE: Transportation costs are not included.
RoHS
- UK Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment Regulations 2012
- EU Restriction of the Use of certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) - Directive 2011/65/EU
The RoHS (Restriction of Hazardous Substances) Regulations are applicable to many electrical & electronic products. The initial six restricted substances were lead, mercury, cadmium, hexavalent chromium, PBB (Polybrominated biphenyls) & PBDE (polybrominated diphenyl ethers).
There are now an additional 4 restricted substances of DEHP (Bis(2-ethylhexyl) phthalate), BBP (Butyl benzyl phthalate), DBP (Dibutyl phthalate) & DIBP Diisobutyl phthalate).
UKCA mark
The UKCA mark stands for “UK Conformity Assessed” and is used to indicate compliance with the relevant UK regulations.
CE mark
The CE mark stands for “ConformitĂ© EuropĂ©en” and is used to indicate compliance with the relevant European Directives.

REACH (EU Regulation 1907/2006)
Registration, Evaluation, Authorization of Chemicals
Norbar's Responsibility and Distributors' Responsibilities
What is the REACH Regulation?
This regulation is intended to increase the safety of substances and preparations imported into or used within the EU: It requires importers and manufacturers to register information about chemicals with a new agency in Helsinki called the European Chemicals Agency (ECA). It also places requirements on companies such as Norbar who use substances in producing articles for sale, and on distributors, who are recipients of these articles.
The regulations are very complex and the exact duties of "Downstream Users" such as Norbar and Norbar's distributors are currently unclear.
For further information about the regulation, the following web site may be helpful: http://ec.europa.eu/growth/sectors/chemicals/reach/index_en.htm
Responsibilities of Norbar:
- As a "Downstream User" Norbar believes that the substances and preparations used in the production of our products have been or are being registered or pre-registered with the ECA by the relevant manufacturers or importers.
- We do not import more than 1 tonne of SVHC per annum.
- We believe that production of our products does not create any new substances requiring registration by our company.
- Our products do not intentionally release substances which would require registration by our company.
- We have reviewed the articles that we produce and have not found the presence of substances and preparations "of very high concern" in amounts more than 0.1% by weight.
Responsibilities of Distributors in the EU:
- As a "Downstream User", distributors should satisfy themselves that the articles and substances that they purchase have been registered.
This bulletin is intended to assure distributors of Norbar product that the necessary registrations have been or will be in place once the uncertainties of the regulations are clarified.
